China unveils draft export controls on AI model weights and core technologies; publicly available technology and API use exempt
China’s Ministry of Commerce and Ministry of Science and Technology have published draft revisions to export controls covering 23 fields, including AI. The draft bans exports of autonomous malware and conditionally controls large-model weights and other items, while providing expedited procedures for technology already in the public domain and open-source releases. Here, we examine a framework that separates using technology from exporting it. -
Meta Announces 816 Billion-Parameter Open-Weight AI Model “Muse Spark Open,” Designed for Local Use on Macs
Meta has announced “Muse Spark Open,” an open-weight model with 816 billion parameters and a context window of 1 million tokens. It is designed to run on Macs, though it reportedly requires at least 1TB of memory. We look at where open-weight AI could be useful, given the gap between the model’s performance and the hardware needed to run it.
